Log:
Remove README.Debian-source, and add its contents to README.source as per Standards-Version 3.8.0. This file now contains information about the upstream tarball retrieval as well as the patching mechanism.
Bump up the version of tex-common from "0.18" to "0.20", and of Standards-Version from "3.8.2" to "3.8.3".
Due to a mistake in my pre-Emacs23 configuration, the debian/changelog file got saved in the wrong encoding under Emacs23. This is now fixed.

+1. Getting the source file
+--------------------------

+The upstream source tarball is created each time you build the package using the
+`get-orig-source' target in debian/rules. This target will look at the `debian/
+changelog' file and use the ISO date that is provided in the package version
+numbering.

+For instance, if the first line of the Debian changelog files looks like:
