In debian/rules:

* The trick with PERL_VERSION does not work in Debian unstable.  Use no a
  more robust way of getting the installation directory, namely the value of
  $Config{installprivlib} given by the Config module.  This is put in a new
  variable PERL_INSTALLPRIVLIB.

* Run make clean in perl/XML/Handler directory to avoid inclusion of
  extraneous patches in the Debian diff.gz file.  Remove also Makefile.old.
