[xml/sgml] [RFS] libxml2 and libxslt for experimental

Hi list,

I have a new upstream releases of libxml2 and libxslt ready for upload to
experimental. Since they introduce new .shlibs, I don't want to upload
to unstable before sarge actually freezes.
