I've tracked it down.  It is still provided by the dpkg completion;
however, it is only loaded when an attempt is made to complete a dpkg
command.  So I guess that dlocate (and also deborphan) need to
duplicate the definition of the _comp_dpkg_* functions they use in
their bash-completion scripts :-(
