[debpool] New debpool package, CIA stats, and commit mailing list

Hello,

I have a new package for debpool (version 0.3.1) uploaded at 
mentors.debian.net.

The upload would fix these bugs: 245526, 307895, 310320, 322593, 350503, 
368554, 368555, 400402, 408105, 412090, 415204, 415272, 415323, 415447, 
415639, 453905, 454102, 454173, 455439, 455449, 465937, 481861

Note that an upload of this package would fix bug #481861 which has 
severity 'grave'. debpool in it's current state would be useless since a new 
format for the changes file is now used (format 1.8) and debpool won't do 
anything for a package not using format 1.7.

The fix is trivial. It appears debpool can handle the new changes format just 
fine. A patch was submitted to the bug report and you can also look at my 
branch in the git repo.

I also wanted to say that I've created a CIA project for debpool. I've 
activated the git repo to send updates through CIA whenever something has 
been committed. A CIA bot is also setup to send updates to the #debpool 
channel at irc.debian.org. An email will also be sent to the debpool-commits 
mailing list with the changes.

I've updated the wiki page (wiki.debian.org/debpool) with the new tools used 
for collaborating work on debpool.
