[debpool] Rewriting debpool

Hi all,

I've come to the point where I feel debpool needs to be rewritten in
order for certain features to work correctly (i.e. binary only
uploads). This seems to be a design issue as the old maintainer didn't
take into account certain things that could happen when upload to the
repository and maintaining the repository.

Some of the things that wasn't considered while writing debpool.
 binary-arch and binary-all only uploads (still a problem with 0.5.1).
 binary-arch only uploads (still a problem)
 source only uploads (still a problem)
 binNMU uploads (a big problem)
 package migrations (not even implemented)
 duplicate binary packages between two source packages
     Think of transitions, like with openal to openal-soft.

There's probably more, but these are significant. I could attempt to
fix these issues in debpool, but I would rather start over, and thus,
I'm starting my own project.
