Hi,
Ontologies is also a thing i mentioned a year ago or so. ;-)
If you just want a good  structure for software, i suggest looking at
the trove categories again. There is a lot of experience in them.
(freshmeat/sourceforge/berlios/alioth...)

Especially it would be helpful to derive debian tags from a projects
trove categorization.

is another ontology available. But i found it way to comprehensive to
be useful. Might be nice for computer linguists though.

Dublin Core. Great source of ideas for facets.
