Hello,

as a consequence of the last thread involving Zack taking care of Ocaml
tags, I added "Responsible: email-address" fields in the vocabulary.
Gustavo Franco also offered to take care of culture::brazilian.

We've opened the way to people adopting tags: this is cool!

Now we can think of interesting infrastructure for them.  One of the
possibilities would be to send them an e-mail notification when someone
adds or removes one of the tags they're responsible for, so that they
can check if that makes sense and take appropriate action.

Erich: if you're too busy to implement this, as soon as you'll put the
infrastructure in svn I can have a look at how it's done and try to
conjure a patch.
