The proposal sounds good to me.

I think the line "Lean, tightly focused tools, normally run
noninteractively" make a great and expressive short description! 
When reading "Small, sharp tools" I think of a knife first :-)

How about non-interactively instead of noninteractivly?


80 - sizeof("Description: ") = 67
Regarding the length I would propose perhaps 65, leaving 2 characters as
safty margin for good old 80x25...
There seems to be no policy for package short descriptions which we can
adapt (compare
