Yes, a copy of it.  I'd take a copy of it and put it in SVN on Alioth,
considering the Alioth version as the central reference.  Then I'd bring
in new versions of tags-export, diff them against the version in svn and
commit them unless there is something wrong.

This would still mean that all changes need to be performed through
packagebrowser or the mail submit interface (or they wouldn't be
propagated to the packagebrowser), and I think it's ok now.  In the
meantime, we would get that amount of reliability that's needed if we
want to pipe tag data directly in the Packages file.

I'd migrate everything as it is on Alioth, and then proceed from there.
In the meantime we'll have sorted out lots of side issues like setting
up the database, the submission mail alias and running CGIs (it doesn't
require mod_perl, doesn't it?).

Once we moved everything to alioth, you'll have decongestioned your
server and we'll have a chance to play with other side ideas.
