What do you want me to understand?
I understand that you don't like more than two-level nested hierarchies.

It's fine as long as people are able to find what they are looking for.
The most obvious thing would be a continental division. North america
would not exist then, but who cares... (okay, only until we have some
real native american culture packages)
Furthermore, we can change the hierarchies, too. Users can customize
it. We could place turkey in both western and middle-east, too, I've
always allowed such things.

Of course you can again pick extreme examples, the question is more:
will there ever be a package fulfilling that?
like you could probably make a tag
culture::chinese-immigrants-to-san-francisco-that-have-moved-to-the-east-coast-50-years-ago.

But having a culture facet with 100 tags (and maybe 120 packages in
total??) is pretty useless from a UI point of view.

Actually right now we would probably be fine with two tags.
localization-support for all the language packages and
asian-language-support for the dozen input system packages.
