[Debtags-devel] What about the lonely tags?

These were the equivalent to a "facet tag" back then. They can safely
be removed since they are expected to have (had) a tag of the form
netcomm::foo then anyway.
For computation reasons my packagebrowser had this "implies"
functionality which was to ensure that a package is also tagged with
each "facet-tag" if it has one of the tags in the facet.
I never added the "Flags: empty" rule, which basically meant that this
tag is a facet and may never be used by itself (without any subtag)
