[Debtags-devel] Cleanups in devel::lang short descriptions

Hi,

some minor cleanups in devel::lang descriptions. Nothing too controversial, I
think, but I'll just put it up here, in case anybody has strong feelings for the
way things are currently:

 Tag: devel::lang:ml
- -Description: ML
+Description: ML Development

 Tag: devel::lang:objc
- -Description: Objective C Development
+Description: Objective-C Development

They hyphenated version seems to be the official version

  Tag: devel::lang:tcl
- -Description: TCL Tool Command Language Development
+Description: Tcl Development

It's "Tcl" rather than TCL, and remove the expansion, since it's done nowhere else.
