Intelligent tag hints

Hello,

Please have a look at http://debtags.alioth.debian.org/js/extrawarnings.js

It's autogenerated during the daily maintenance, by analising the
statistical correlation among tags.

The results are used as hints both in todo.html?maint=... and in
edit.html

I can tweak the thresholds to make it more or less hinty.

And by the way, it looks more and more like we have all the machinery to
autogenerate some sort of fancy ontology.
