Agreed. But I think the merge you propose decrease search effectiveness.
If I'm looking, as a developer, for some kind of tool to help my
development activity in a given language X, then I really don't care in
which language Y the tool is written.

Consider meta programming tools, they are usually written in a different
language than the target one for which they are meant.

Similarly, if I'm looking at packages written in a given language X as
sample X code since I'm interesting in programming in it, then I really
don't care which language Y these tools are meant to be used with.

The serach tool rocks anyway :-) SCNR.
But increasing the coarse grainedness of tagging wont help.

Want another example? Consider swig, it will end up with tons of similar
tags, one for each programming language on earth basically, loosing the
ability to look up for where swig it useful as a tool and where as a
tool written in (my bet) C++.
