E-mail submission moved to Alioth

Status update:
emails sent to the old database will be forwarded to alioth.
For now we're still trying to sync alioth and debian.vitavonni.de, but
in the long run the latter will disappear.

The edit frontend on debian.vitavonni.de will forward to the one on alioth.

The package browser on debian.vitavonni.de doesn't forward yet, since
we don't have an equivalent on Alioth yet. Debian package clouds is
okay (and looks like Debtags now), but it requires Javascript; the old
package browser did not.

Any takers for making a new package browser?
It would be really cool to have a fallback solution which does use
Ajax by default, but falls back to standard CGI for non-javascript
browsers...
