I setup a sarge chroot and installed mozilla-firefox 1.0.4-2sarge11 in
it. However, http://debtags.alioth.debian.org/edit.html?pkg=libklibc
seems to work fine.

"About Mozilla Firefox" says:

  Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.7.10) Gecko/20060902 Firefox/1.0.4 (Debian package 1.0.4-2sarge11)

Could it be that your browser is fetching js/debtags.js from the cache
instead of the website? You can try to visit the javascript directly:
http://debtags.alioth.debian.org/js/debtags.js
then doing some alt/shift/control/??+reload dances and reloading the
editor again.

Does it work that way?

Ciao,

Enrico
