New debtags package built with... ?

Hi,

I forgot to update the build-depends of the new debtags package to
build-depend on the newest libapt-front.  This means that on some
buildds could have built it with the old libapt-front, and that as a
consequence on some arches it won't be able to access
works-with-format::* tags.

I checked the buildd-logs: this happened on *all* arches (except i386,
of course).  Booh :(

Now reuploading a new fixed debtags :(
