more changes related to works-with-format::dvi

Hi,
Some other changes I have suggested via web. Please let me know if I am doing wrong thigs (and let things be as they are).

not touched, I am not sure, but the following packages are only data (font files) and perhaps should not be tagged with `works-with-format::dvi' because they do not provide a program.

but perhaps some of these also deserve
works-with-format::dvi

dvilib2-dev ... should it indeed contain `works-with-format::postscript'?
dvipost ... shouldn't the `works-with-format::tex' be removed?
dvips-fontdata-n2bk ... why does it have `works-with-format::tex' tag? It does not provide a program that works with *.tex files. Shouldn't it be marked as some kind of data?
Shoudn't some of:
hlatex*
ptex*
be tagged with `works-with-format::dvi'?
