It's already been implemented, by Miriam.  Here are the details:

Rating violence it by nature a controversial tags, as different people
have different ideas of what is violent.  The same works for other
attributes like "easy to use", "offensive" or "high quality".

I have no problem with controversial tags, as long as they are
implemented as optional tag sources.  This allows different groups
to provide different views of what is "violent" or "easy to use" and so
on.

Luckily, Miriam has been working on this, as she mentions on this
thread.  You can already use her tags by adding the line

  tags http://www.miriamruiz.es/tags

to /etc/debtags/sources.list, then running 'debtags update'.  These tags
currently show, for example, inside goplay.

You may want to help by joining Miriam's work.
