Tags from the security team now acquired

By just looking at the tag description I got a very poor idea of the tag
meaning, please at least mention the release name (etch/lenny) in the
long description *and* give a minimal description of the tag semantics
in addition to pointing to README.Debian.

Also note that README.Debian is likely not to be available in a lot of
interfaces used for tag browsing (e.g. cmdline debtags when the given
package is not installed, or the web-based tag browser).
