Toward discontinuing this list

Hello,

I've just edited the Debtags FAQ to remove mentions of the list in
normal workflow like adding new tags:
https://wiki.debian.org/Debtags/FAQ?action=diff&rev1=9&rev2=10

I'll now slowly look into how to disable the list by keeping its
archives online for reference.
