Updated APT Interaction Proposal for DebTorrent

After reading through some of the APT code for interacting with
methods, and most of the HTTP protocol specifications, I have updated
the proposed changes to the communication that occurs between
DebTorrent and APT. There are now 4 proposals for the changes to be
made, with a suggested combination of three of them included in the
