It might be a good idea to add a check of incoming to the logic behind
these mail messages.  I uploaded 3.11 packages within a couple of hours
of uploading the new release to the web site, and would have uploaded them
at the same time except for the issue with 1.8-format packages.

Thank you very much for these mail messages, though!  I generally find
them quite helpful.
