copy in ikiwiki's recentchanges page

Since this site apparently uses ikiwiki w/o the regular basewiki underlay,
but has recentchanges enabled, each page sports a broken RecentChange link
at the top. To fix, just include a copy of the standard recentchanges page.

Your friendly ikiwiki drive-by maintainer. :-)
