Bug#681086: /usr/bin/bts: bts: please provide a command to mail NNNNNN-done

I've just closed a bunch of bugs using "bts done NNNNN version" which mails a
close command to control at . However as noted on
http://www.debian.org/Bugs/server-control#close this is deprecated and
NNNNN-done@ is prefered (because it mails the submitter too).

It would also be worth mentioning this in the manpage section about the done
command.
