Bug#607088: [licensecheck] Public domain *.c and *.h not detected

Those files only have detectable strings like 

	2008-08-05 Igor Pavlov Public domain */
	2009-02-07 : Igor Pavlov : Public domain */

I think it is not possible to reliably detect license from that little input 
hence I vote for "wontfix".
