Bug#687964: [dcmd] passes "--" to the command

Package: devscripts
Version: 2.12.3
Severity: important
Usertags: serious
I had a script which did more or less this:
$ dcmd cp -v devscripts_2.12.3.dsc /another/dir
cp: cannot stat `-v': No such file or directory
As you can see, it no longer works. This is because dcmd passes "--" as
the first argument to the command:
$ dcmd echo devscripts_2.12.3.dsc
-- devscripts_2.12.3.tar.gz devscripts_2.12.3.dsc
This behavior is undocumented and not backwards-compatible. Please
revert this change.
