Nope. This bug is not caused or influenced by comments.

I can reproduce the bug and found the reason for this behavior. The
ibus-gtk and ibus-gtk3 paragraphs are separated by an empty line, but
this empty line contains a space.

this a bug in wrap-and-sort or in python3-debian?
