move devscripts git repository to collab-maint?

I recreated the repository using
/srv/git.debian.org/git/collab-maint/setup-repository and pushed
everything to it.  Permissions look fine now.

I also just pushed a change to verify that the post-receive hooks are
all working right.  Things look good.
