Bug#703633: debchange --bpo writes bpo60 in debian/changelog as version in wheezy

That would sort before ~bpo60, which is at least a theoretical problem
when -sloppy backports archives are included.  (Package for jessie
backported to wheezy with ~bpo7 and separately backported to
squeeze-sloppy with ~bpo60.)
