Looks like this is ultimately a bug in file 5.18, so right now only affects
Ubuntu:

% file --version
file-5.18
magic file from /etc/magic:/usr/share/misc/magic
% file --dereference --brief --mime-type zope.browserpage-4.1.0a1.zip
application/octet-stream

% file --version
file-5.19
magic file from /etc/magic:/usr/share/misc/magic
% file --dereference --brief --mime-type /tmp/zope.browserpage-4.1.0a1.zip
application/zip

uscan could possibly be more defensive, but it's not the root cause of this
bug.
