Hi Maintainer

Uscan checks for common upstream signatures even if pgpsigurlmangle is
not present in d/watch.
Please add an option to disable this behaviour if it is known not to work.

d/watch from package p4vasp[1] follows:

Attempting to download any file after the downloadurlmangle rule
results in the 12MB source tarball being downloaded again.
