debuild: force to compress data.tar with gzip instead of xz

Hi all. 

It's able to force `debuild` tool to compress data.tar with using gzip instead 
of xz? 

I'm want to build packages on fresh OS (with recent dpkg) and use it on all 
boxes (including with dpkg < 1.15.6, which do not support xz).

But unfortunately i see no any knob/option for this. I temporarily fixed
this with an wrapper over dh_builddeb script by adding '-Zgzip' argument, but
I prefer to fix without modifying any system-wide tools.
