Well, formally uscan is right. This is not the URL Policy specifies.

Not quite. There is no HTTP redirect as far I can see. But
https://www.debian.org/ is served with Strict-Transport-Security header,
so if you ever visited it with a modern browser, it will remember to
connect to www.debian.org only via HTTPS.
