Bug#796984: uscan: watch file [Version] field handles 0 as debian

I found this while testing rarely used [Version] entry for watchfile.

0 for [Version] should be version 0 but it becomes false and causes code
to treat this as "debian" to read the latest version from
debian/changelog.
