Bug#807757: licensecheck: encoding guessing should give more helpful error messages

When the encoding guessing using file fails, licensecheck reports something like

     /usr/bin/licensecheck warning: cannot parse file 'aggressive-indent.el' with mime type 'application/octet-stream; charset=binary'

I had to read the source to figure out that this warning was only
about character encodings, and not about the file being skipped
completely.
