Bug#790047: devscripts: please add an option to uscan to ignore pgpsigurlmangle

For completeness, some context information: We are using uscan on
qa.debian.org, and the focus is there reporting newer upstream versions, not
downloading the new upstream files. The option pgpsigurlmangle is related to
downloading the new upstream files. On qa.debian.org we don't unpack the entire
package, but just extract the debian/watch file, not the files
debian/upstream/signing-key.pgp, debian/upstream/signing-key.asc and
debian/upstream-signing-key.pgp. So it would be nice if uscan had an option to
ignore pgpsigurlmangle so we can use uscan as-is on qa.debian.org. The
currently used (ugly) workaround is using an edited copy of uscan, ignoring
pgpsigurlmangle.
