I think these two requests are slightly different but I agree that
something your proposed solution to #539780 is definitely needed and is
probably a prerequisite for implementing #517637.

#517637 is more about, for watch files that do not use the proposed
@...@ syntax, if no files are found or if the package is up-to-date
then look for some newer files that use one of the common extensions.
