Oops, I was thinking different bug #763071

I think your assessment is correct.

If maintainer specified gz, maybe we should limit only to gz.  If
maintainer wishes to leave coice to uscan use @...@ syntax.

With #763071 fix, at least best compression is chosen by uscan.

I will update changelog to be clear.
