    disable test_licensecheck_SL for backport
    
    Since the test_licensecheck_SL depends on the Software::License
    which changed behavior, this test fails if executed for backporting.
    
    devscripts needs to be easily backportable.
    
    This code is valid for Debian and its derivative.  For RPM, different
    test is needed.
