Bug#801151: grep-excuses: ignore -w flag for contrib/non-free packages

The service behind the -w flag does not work with packages from contrib
and non-free. It would be nice if grep-excuses could use the other data
source for migration issues for packages in contrib and non-free.

For example:

pabs at chianamo ~ $ grep-excuses -w onionshare
Not Found

The requested URL /migration/testing.pl?package=onionshare was not found on this server.
