Bug#816645: devscripts testsuite failure on raspbian and presumablly other deratives that are not special-cased.

Log attatched. It fixed the tests that were failing previously but gave 
a new slew of test failures. e.g.

The problem seems to be that uupdate is using version numbers in the 
form "-0raspbian1" but other stuff that gets tested by test_uscan is 
using version numbers in the form "-1".
