Bug#816723: grep-excuses: don't abort if fetching autoremovals.cgi fails

udd seems to be down because of the current UBC outage. That's making
grep-excuses fail:

emilio at tatooine:~$ grep-excuses linux
grep-excuses: fetch https://udd.debian.org/cgi-bin/autoremovals.cgi failed (1024 )
emilio at tatooine:~$ echo $?
4

grep-excuses shouldn't abort if it can't fetch autoremovals.cgi. It should
just print a warning about that and give the excuses.
