Bug#842885: mk-origtargz: shouldn't fail when file downloaded is uncompressed tar archive

The watch file of the seq-el source package downloads an uncompressed
tar archive.  uscan then invokes mk-origtargz to "repack" the file with
xz compression.  However, this fails because $tar_regex in mk-origtargz
doesn't match uncompressed tar archives.  Is there any reason that
\.tar$ couldn't be added to the regex?
