Bug#845610: don't add 'New upstream release' to changelog when -b option is given

We commonly use uupdate -b in npm2deb to add generated debian folder
with upstream tarball (debian folder is generated from npm metadata
first and upstream tarball is downloaded later). It would be good if
uupdate checks the version in current changelog when -b option is passed
and don't add 'New upstream release' when it is the same version.
Currently we have to remove this line from changelog for every package
we create using npm2deb.
