Bug#842468: add option to suppress "New upstream release" in changelog

package: devscripts
version: 2.16.8
severity: wishlist

npm2deb command creates only a debian directory for the node module. We
have to use uscan --download-current-version combined with uupdate -b to
combine upstream source and debian. Currently we have to manually remove
the "New upstream release" line as it is just the initial release.
Adding an option to suppress this line in changelog would help us avoid
an extra manual step.
