debian/tests/control is an RFC822-style stanza, and it can contain
things like Depends: which are nicer to represent in a
wrapped-and-sorted form (see
/usr/share/doc/autopkgtest/README.package-tests.html for more details)

wrap-and-sort should apply to this file as well.
