    grep-excuses: Stricter checks for package/maintainer
    
    Prior to 048b30ba, package name was an equality (albeit with regex)
    check and maintainer was anchored by word boundaries.  Restore this
    behavior by using an actual equality check (now that the data is
    structured) for package name and re-adding the word boundary for
    maintainer.
