Bug#857537: devscripts: debsign no longer uses Changed-By field when looking for a key

In this devscripts version, debsign by default no longer uses my key if
I'm not the maintainer:

It is possible to work around that with the -k option or by setting
DEBSIGN_KEYID in ~/devscripts, but I guess it has not been intended.
